Occasional permits
With a maximum duration of 15 days.
In this case, the procedure can be carried out by email, sending the supporting documentation to: movilidad@oviedo.es.
You must do this at least 48 hours before the intended access. Only in duly justified urgent cases can this period be omitted and the access communicated afterwards, always providing a document justifying the urgency.
Deadline: 24 hours from access.
Semi-permanent permits
Those with a validity period of more than 15 days and up to a maximum of five years.
The submission of the application or any other document or communication addressed to this Administration may be made at any of its registries (in person or via the electronic registry https://portal.oviedo.es), or in any other place provided for in Article 16.4 of Law 39/2015, of October 1, on Common Administrative Procedure. Article 16.4. Documents that interested parties address to the bodies of Public Administrations may be submitted:
- In the Electronic Registry of the Administration or Organization to which they are addressed, as well as in the other electronic registries of any of the entities referred to in Article 2.1.
- At Post Offices, in the manner established by regulation.
- At Spanish diplomatic representations or consular offices abroad.
- At assistance offices for registries.
- At any other place established by current regulations.
If you are among those required to communicate with the Administration electronically, the submission of applications, forms, documents, and communications to the Administration must be made through the electronic registry (https://portal.oviedo.es). If you submit it in person, you will be required to correct it by submitting it electronically. For these purposes, the date of submission will be considered the date on which the correction was made (Art. 14.2 Law 39/2015, of October 1, Common Administrative Procedure of Public Administrations).
Article 14.2. In any case, the following subjects are required to communicate electronically with public administrations for any administrative procedure:
- Legal entities.
- Entities without legal personality.
- Those who carry out a professional activity for which mandatory membership is required, for procedures and actions they carry out with public administrations in the exercise of said professional activity. In any case, this group includes notaries and property and commercial registrars.
- Those who represent an interested party who is required to communicate electronically with the administration.
- Public administration employees for procedures and actions they carry out with them due to their status as public employees, in the manner determined by each administration.
Validity of the authorization
All authorizations granted under these regulations will have the validity period specified in them. Once expired, the interested party must request renewal if the circumstances that led to its granting remain in effect.
Persons holding an authorization are required to notify the City Council of any change that results in the loss of any of the conditions required to obtain the authorization.
The City Council may review ex officio the continuity of the circumstances that led to the initial granting and may proceed to the ex officio cancellation of authorizations that no longer meet the initial conditions, after notifying the holder.
Authorizations granted will expire in the following cases:
- When the period for which they were granted ends.
- When the interested party ceases to have their habitual residence in the affected area, ceases to have a garage space, or ceases commercial activity.
- Due to non-compliance or modification of the access conditions that led to the initial granting.
