Operation and regulations of the pedestrian zone
In Oviedo, there are different types of pedestrian streets where circulation is allowed.
- Shared-use pedestrian streets: These are streets where, although pedestrians always have priority, certain vehicles are allowed to circulate (for example, for loading and unloading or access to garages), without a specific automatic control system.
- Shared-use pedestrian streets with access control: These have license plate reading cameras and a computerized system that limits entry only to previously authorized vehicles. This second group includes, among others, the streets of the Old Town, the area around C.C Salesas, and those adjacent to the Auditorium and the General Assembly, among others.
Pedestrian streets with access control are regulated to ensure that circulation is compatible with the priority pedestrian use.
Camera-controlled access
- The system records the license plates of all vehicles entering these streets.
- Only previously authorized vehicles can access, preventing unauthorized entries.
Who can obtain authorization?
- Individuals or legal entities, residents of pedestrian streets with access control systems who are not included in the authorized vehicles database.
- Owners of authorized commercial establishments open to the public located in the pedestrian zone.
- Owners of garage spaces located in pedestrian zones, who are not residents.
- Any users who, not included in any of the previous sections, need to access occasionally/periodically and urgently to provide some type of service.
Residents
Authorization will be granted when the applicant duly proves their residence or is registered in the Municipal Register of Inhabitants at the address for which access is requested. The vehicle owner must be the applicant.
This authorization is valid for:
- Accessing through the assigned gate and driving to the residence at any time.
- Parking on public roads for a period not exceeding 10 minutes for loading and unloading tasks.
Validity period: 5 years.
Owners of commercial establishments
Authorization will be granted when the applicant is the owner of an authorized commercial establishment open to the public located in the pedestrian zone. The vehicle owner must be the applicant.
This authorization is valid for:
- Accessing through the assigned gate and driving to the proximity of the establishment at any time.
- Parking on public roads for a period not exceeding 10 minutes for loading and unloading tasks.
Validity period: 5 years.
Garages
Owners of garage spaces located in pedestrian zones with access control by video camera must request the inclusion of their vehicles in the authorized vehicles control system of the Local Police.
Access may be authorized for all vehicles whose owner is also the owner of the garage space.
When the owner of the space assigns its use for access by vehicles of other owners or in case of rental, access for up to two vehicles per parking space will be authorized.
In the case of premises enabled for vehicle storage, without horizontal division, the number of parking spaces will be that declared for obtaining the Municipal License for the activity or the driveway. (Fiscal Ordinance 122. Article 11, First/Second headings).
This authorization is valid for:
- Accessing through the assigned gate and driving to the building where the garage space is located.
- Parking/stopping on public roads is not authorized.
Validity period: 5 years.
Other occasional accesses (up to 15 days)

Hotel establishments and garages in pedestrian zones: Hotel establishments and garages located in pedestrian zones whose access control is carried out by video surveillance cameras must notify the Local Police Mobility Office of the lists of vehicles using their facilities within a maximum period of five calendar days after the time of access.
This authorization is valid for:
- Accessing through the assigned gate and driving to the destination garage, or performing loading/unloading of luggage in the case of hotel establishments.
Validity period: Daily

Urgent access:
When, due to its nature, access to one of these zones is urgent and unforeseeable, access may be made to attend to the emergency, and the urgency of the access must be communicated and justified within five calendar days after it has occurred, to the Local Police Mobility Office.
The document provided must be perfectly legible and include all identification data of both the requester and the service provider.
This authorization is valid for:
- Accessing through the assigned gate and driving to the place of the emergency.
Validity period: Daily

Other users:
Outside of the previous sections, access for other users to pedestrian zones with access control by video surveillance camera may be authorized when duly justified circumstances so advise.
