Operation and Regulations of Loading and Unloading Zones
In Oviedo, there are areas reserved for loading and unloading goods. Their use is regulated to ensure the supply of businesses and services without affecting overall mobility or the safety of pedestrians and vehicles.
Duration and Schedules

General schedule: Monday to Saturday (non-holidays), between 08:00 and 20:00, except in cases where signage indicates other times.

Maximum allowed time:
- Light vehicles: 15 minutes.
- Vehicles between 3,500 and 5,500 kg GVW: 30 minutes.
In some areas, use is controlled by ticket and technological systems, which must be obtained to certify the start time and monitor the duration.
Restrictions
- Only vehicles authorized for loading and unloading may use these spaces.
- It is not permitted to occupy the zone if the vehicle is not actually performing loading or unloading tasks.
- The maximum time indicated on the signage or in the ordinance cannot be exceeded.
- Multiple spaces cannot be occupied unless the dimensions of the vehicle make it essential.
Loading and Unloading is Prohibited
- Double parking.
- On sidewalks, pedestrian crossings, or traffic islands.
- Anywhere where parking is generally prohibited.
- Only exceptionally and with express authorization may another space outside the usual reserved areas be used.
How to Perform Loading and Unloading?
- Always on the side of the vehicle closest to the sidewalk.
- Goods must go directly from the building to the vehicle (or vice versa), without being placed on the public road unless expressly authorized.
- Appropriate means must be used to speed up the operation.
- It is mandatory to act with caution, avoiding noise and disturbances, and to leave the area clean and clear once the operation is finished.
Parking System via Application
DUM (loading and unloading) spaces have sensors that detect in real time if they are occupied. If you are an authorized professional delivery or service vehicle, park within the permitted hours and register your operation in the DUM Oviedo app, indicating the space and your license plate when required by the system. The system verifies compliance with the regulations and, if the operation is not declared or the maximum permitted time according to signage or current ordinance is exceeded, an alert is sent to a supervisor for verification. When unloading is finished and the space is vacated, it is automatically released, helping to improve rotation and availability.
Three-step scheme:
- Park in a marked DUM space and within its schedule.
- Start/declare your operation in DUM Oviedo (space or group and license plate).
- Finish unloading and vacate the space; upon leaving, you do not need to do anything: the system releases it automatically.
You must be registered as an operator or authorized vehicle in the municipal system. The maximum times and applicable schedules are those shown on the signage of the area and in the ordinance.
